This prominent local establishment, employing and serving the Puertecitos community, has been in continual and successful operation since August 2000.  Due to a change in beer distributors, the alcohol license the Cowpatty was operating under was revoked on Jan. 1, 2006.  The business has subsequently been forced to close.

 

The Cowpatty is unable to re-open without obtaining an alcohol license from the city of Ensenada which currently has a moratorium on issuing new alcohol licenses. An exemption to this moratorium, based on the following, is necessary.

 

Firstly, the Cowpatty has had an alcohol license for six years at the same location.  The established business is requesting to re-issue an alcohol license, not to issue a new license for a new business.

 

Secondly, although the business technically falls under Ensenada jurisdiction, it is located 350 kilometers from the city of Ensenada. Operating in an isolated but tourist important area, it is the only consistently open and thriving loncheria within 75 kilometers.

 

Although an alcohol license moratorium in the Ensenada area proper may be desirable at this time, its benefit to the more remote area of Puertecitos is questioned.

Este establecimiento local prominente, empleando y sirviendo a la comunidad de Puertecitos, ha estado en la operación continua y

acertada desde Agosto de 2000.  Debido a un cambio en distribuidores de la cerveza, la licencia del alcohol que el Cowpatty funcionaba debajo revocó en Enero 1, del 2006. El negocio se ha forzado posteriormente para cerrarse.

 

El Cowpatty no puede abrir de nuevo sin la obtención de una licencia de alcohol de la ciudad de Ensenada que tenga actualmente una moratoria en publicar licencias nuevas del alcohol. Una exención aesta moratoria, basada en el siguiente, es necesaria.

 

En primer lugar, el Cowpatty ha tenido una licencia del alcohol porseis años en la misma localización. El negocio establecido está solicitando para reedición una licencia de alcohol, no de editar o publicar una licencia nueva para un nuevo negocio.

 

En segundo lugar, aunque el negocio técnicamente está bajo la juridicciónde Ensenada, está situado 350 kilómetros de la ciudad de Ensenada. Funcionando en una parte aislado, pero importante para el turista, es la

única loncheria que se abre constantemente y prospera a 75 kilómetros.

 

Aunque una moratoria de la licencia de alcohol en el área de Ensenada apropiada puede ser deseable en este tiempo, su ventaja al área más alejada de Puertecitos es questionable.  Por su consideración y ayuda en este asunto se aprecia grandemente.
