This prominent local establishment, employing and serving the Puertecitos community, has been in continual and
successful operation since August 2000. Due to a change in beer distributors,
the alcohol license the Cowpatty was operating under was revoked on Jan. 1, 2006. The
business has subsequently been forced to close.
The Cowpatty is unable to re-open without obtaining an alcohol license from the city of Ensenada
which currently has a moratorium on issuing new alcohol licenses. An exemption to this moratorium, based on the following,
is necessary.
Firstly, the Cowpatty has had an alcohol license for six years at the same location. The established business is requesting to re-issue an alcohol license, not to issue a new license for a
new business.
Secondly, although the business technically falls under Ensenada jurisdiction,
it is located 350 kilometers from the city of Ensenada. Operating
in an isolated but tourist important area, it is the only consistently open and thriving loncheria within 75 kilometers.
Although an alcohol license moratorium in the Ensenada
area proper may be desirable at this time, its benefit to the more remote area of Puertecitos is questioned.
